Your Excellency,

In reply to your letter No. 3848, of the 10th. instant, I have the honour to inform you that rents are received by the Military Authorities in respect of Military Lands in two cases only in the Colony, vide my letter No. D/2268/1, dated 1st. August, 1911.

The rent received from Mr. Uyetsuki for the letting of the site at North Point is six dollars per annum, the agreement is terminable on three months' notice, and Mr. Uyetsuki is by his agreement liable for any rates, taxes atc.. which may be imposed, as stated in my letter No. D/1811/2 dated 4th. July, 1911, and such taxes if imposed should of course go to the Colony.

The above rent was imposed merely as a

peppercorn rent, as the temporary occupation of the site by a tenant ensures the place being kept free of jungle without going to the expense of a caretaker for it. No local Military Authority is in possession of such knowledge of possible future military developments as would warrant the resigning of the site by the Military. Under such circumstances I do not think that the nominal rent received should be resigned by the War Department.

The other case is one where a xxxYLEKEK contractor employed by the War Department on Military works is granted the use of a site and workshops only during the term of his contract. He pays a nominal rent of ten dollars per annum, and is liable to eviction without notice. If the work were (as is often

the case) being done by day work instead of by contract, the site and workshops would be in use and occupation of the Royal Engineers. Under such circumstances it does not appear to me that

the contractor should be called on to pay taxes, or that the
